Cant suspend/resume

The system wont suspend / resume
System Hardware Homebrew system Motherboard Gigabyte Z77-DS3H Revision 1
Bios version F8 updated to F9 Processor Intel I5-3770K 3.4G Ethernet
Atheros AR8161 (Rev10) Graphics Intel HD4000 Memory 8G (2 X 4G) Corsair
1600Mhz CD/DVD Pioneer DVR-20BK Multi card reader Icybox 4 x USB2, 2 X
USB3, 1 x Esata + card slots
Power supply Winpower-SL8460BTX (450W)
OS Xubuntu 12.04 with backports to provide Atheros drivers
The mains lead plugged in via a power meter. The system "ticks over" at
about 50W When I select the "Suspend" option from XFCE
The hard disk drive stops
The processor fan stops
The power LED goes off (NOT TO SLOW FLASH)
The power consumption drops to about 4W
If I press a keyboard key during the first minute the system restarts nomally
If I wait longer than one minute before pressing a keyboard key
The hard disk drive restarts and the access led blinks
The processor fan runs
The power led comes on
The power meter reads 80w but falls to 50ish after a few seconds
The graphics do not show any signs of life If I press caps lock or num
lock the keyboard led does not respond. Nor does alt -F1 etc. There is no
response to the reset button
I have tried many things including
Updating to the latest bios (F9)
Disabling the onboard network, sound and all unnecessary usb ports in the
bios
Booting with "noacpi", "acpi=off", "noacpi" and may other combinations.
Booting with Ubuntu 13.04 live editition
Fedora 18 live edition
The results are always similar. I look as though the suspend process fails
to complete (no power LED slow flash)
Any help would be much appriciated
